The event for which you are applying don't have any administrators yet, so it's mean it's possible you need to open it alone, if you want of course.
it's really not difficult, just be present, ask people what languages they want to speak and enjoy the event :). Normally we already know the number of participants and the language groups in advance, as the participants must register. It makes things easier, especially when you have to start or restart an event.
In any case, we always try to create teams, but it is much easier if the event is already started ;).
So the date of the event can also be changed according to your availability. However, it must always be the same day each week (or once / 2 weeks). You can also choose the place of the event.
If you do not want to manage the event alone and wait for more volunteers, it's also possible, no worries.
Anyway, I can open a private conversation on Mesenger, Because the response time is faster.
